Amrize is committed to being a responsible neighbour and operator. The following commitments will be maintained throughout the life cycle of the Hughes Gravel Project.

A Development Permit application outlines the rationale for a project and how it aligns with the previous Master Site Development Plan (approved in 2017) and all Rocky View County requirements. If approved, the Development Permit will allow for gravel extraction to take place at the Hughes site.

A Code of Practice approval proves that the operation is registered and operated in alignment with Alberta Environment’s regulations. A Code of Practice submission typically includes an activities plan, ownership details and security information.

About Hughes Gravel Project

Amrize is proposing the development of the Hughes Gravel Pit, a sand and gravel operation. The property (NE 36-26-4 W5M) is located within Rocky View County, 10 kilometres north of Cochrane and at the southwest corner of Highway 567 and Range Road 40. The property comprises approximately 165 acres and is currently used for cattle grazing and hay production.

Provincial Highway 567 serves as a major transportation corridor, and several light industrial developments are located along this highway to the west of the site. This includes a Shell gas station at the junction of Highway 567 and Highway 22. Additionally, a light industrial complex houses several businesses, including heavy equipment storage and a garden center. The Hillstone Aggregates Gravel Pit is located immediately to the west of the Hughes Gravel Pit. Additionally, approved gravel pits are situated to the north (McNair Sand & Gravel) and to the east (Mountain Ash Limited Partnership).

The proposed project involves the extraction of marketable gravel, which will be processed on-site and hauled to construction projects in surrounding communities. The operation is anticipated to span 50 years, after which the land will be reclaimed and returned to agricultural use.

Site Activities

  • Soils Removal / Placement / Progressive Reclamation

  • Asphalt Production – Temporary Asphalt Plant

Most of these activities do not occur year-round. Soil removal, placement, and progressive reclamation are typically carried out once per year. Aggregate mining and crushing are also usually done once per year, with materials processed using a portable processing plant. These materials are stockpiled on-site for future sales, long after the processing plant has moved to another location. The temporary asphalt plant will not be a permanent fixture but rather an activity that may take place if a local paving project requires the temporary installation of a mobile asphalt plant at this site.

Phasing

Extraction is intended to occur in five phases over the 165 acres. These phases involve mining activity progressing east and then working south across the site until all materials are successfully extracted. To establish Phase 1 of the aggregate operation, the following construction management activities will be undertaken:

  1. Upgrade and pave the Highway 567 intersection
  2. Strip and grade the internal access road to Phase 1 (stripped material will be used for berm construction)
  3. Strip and grade the scale area (stripped material will be used for berm construction)
  4. Strip Phase 1 (stripped material will be used for berm construction)
  5. Prepare the subgrade for the scale area and internal access road
  6. Place, compact, and grade the gravel base for the scale area and access road
  7. Hydroseed berm and complete landscaping.

Hours of Operation

The Hughes Gravel Project will operate during the daytime only. The expected hours of operation are:

  • Monday to Friday: 7:00am to 7:00pm

  • Saturday: 7:00am to 5:00pm

  • Closed on Sundays and Statutory Holidays

Reclamation

After the above construction activities are completed, aggregate materials will be ready to be removed from the site in accordance with the required approvals. Upon the completion of the Hughes Gravel Pit’s operational life, the areas disturbed by mining operations will have been progressively reclaimed for agricultural use. This may include cultivation, hayland, pasture, grazing, or a combination of these uses.

Implementation of dust control measures to reduce potential impacts to neighbours.

Noise Reduction

Execution of a noise monitoring program, including pubic reporting.

Groundwater

Initiation of a comprehensive groundwater monitoring program, including public reporting.

Daytime Hours

A resolute commitment to daytime operating hours that have reduced impact to neighbours.

These commitments, and others, will be captured in a Good Neighbour Action Plan, as part of the submission. This Plan outlines commitments to the local community to provide ongoing communication and information sharing. This is just one step in building trust and respect in the area.
